Five men are posed for a formal picture behind a desk. According to the notation on the back of the photo they are "Commissioners of Oakland." All five are attired in dark business suits and shirts with a hard collar. One man is seated behind a desk, surrounded by two men on each side. They are, from left to right, Dr. FF Jackson, Wm. Baskus [sp?] Mayor John L. Davie, William Parker, and Harry Anderson. Mayor Davie sports a prominent mustache.
