Two P-38 Lockheed fighter airplanes ahve taken off parallel to each other, with the Oakland Hills off in the distance. The scene is likely of planes that have taken off from Mills Field, the San Francisco Airport, in the maneuver known as scrambling, or taking off in a hurrry, as in an attack from eneny aircraft. The notation on the back, "Scramble!" confirms this. It is probably a practice manmeuver in this scene.
