Envelope reads, "Oakland waterfront." Negative shows the shore line and a large dock extending out over the water with a rowboat tied to it. On top of the dock is a tall dike of some sort. Also a train in the background which makes this appear to be part of the Oakland Mole. (according to D. Cooper).
