Handwritten on the back, "Ground breaking ceremonies. February 15, 1928. Mayor J.L. Davie Speaking." Mayor Davies is standing on a stage giving a speech. The stage is decorated with star spangled flags. At least three dozen men are sitting on the stage behind the Mayor. A large building is behind the stage and a musical band is in front of the stage. Only the drum can be seen and a few other band members.
