Negative is identified on the envelope as "Oakland fleet & Navy Day during war." Negative shows a fairly large balloon, filled but still anchored to the ground, with a sign on the side that says "TRIBUNE-Welcome Howdy-Boys-Welcome." A large crowd of people are gathered on the ground around and near the balloon. Although on the original envelope there was an indication that this negative had a contact print, there is not a contact print in the blue binders.
