The probable interpretation of the initials is "President and Cheif Operating Officer Crowley Maritime Corporation." Crowley Maritime operated a fleet of tug boats on San Francisco Bay for well over 100 years. In the photo a smiling Leo Collar is facing the camera head-on, wearing a pinstripe dark suit and eye glasses. Note: Reference is made to Crowley tugs in: San Francisco Bay, A Pictorial Maritime History, by John Haksell Kemble, Cornell Maritime Press, Cambridge, Maryland.
