Handwritten on the back, "ground breaking ceremonies, Feb. 15, 1928". A crowd is seated on benches all wearing hats. They are watching a stage on which two dozen men are seated and one man is giving a speech. The stage is decorated with flags and there are large speakers to amplify the microphone the speaker is using. Behind the stage pedestrians and automobiles can be seen on the street. Directly in front of the stage, a band is seated taking a rest from playing. A large drum can be seen. A man is also standing below the stage hunching over. He may be taking a picture. In the lower right hand side of the photo a camera can be seen.
