Envelope reads "Posey tube construction." Photograph shows the interior of the tube. It is empty except for a line of cars parked along the right side of the frame. In the left rear of the scene a bright light can be seen which appears to be the outlet of the tube. The Posey tube was constructed to connect Oakland and Alameda during Mayor Davie's administration.
