Two men are looking at papers and three men are turning a large drill. One man in a suit and tie stands to the left, and three other men stand near a second drill on the left. It appears,because of other photos in this collection,that this girder being worked on is intended for the new H.C. Capwell building in Oakland which would date this photo around 1928.
