Note from artist: End of Lewis St. this view is one of several of people with brooms on some neighborhood clean up day. The streets have no curbs and no gutters. West Oakland was "unincorporated" when it was developed and escaped all (later) building regulations that made developers build curbs and gutters. Unincorporated parts of town could not have city-planted and maintained trees that incorporated parts of town had. What understanding I had of this came from neighborhood meetings with city officials - meetings organized by neighbors during "war on poverty" sponsored neighborhood organizing attempts under president Johnson.
