Envelope reads "Posey tube construction." Photograph shows three men posed in front of a wal in the interior of the unfinished tube. Although one appears to be a worker, the othe rtwo are dressed in suits and ties. A mass of rebar can be seen at the top of the frame and lumbar can be seen at the bottom. Posey tube was constructed to connect Oakland and Alameda during Mayor Davie's administration.
