William Howard Taft is sitting in a chair in a row of other chairs in Congress or other hall in which stars- and striped- banners are hanging vertically in the rear. There is at least one other row of seated men, with some standing behind them. Taft was U.S. President from 1909-1913, and Chief Justice of the Supreme Court from 1921-1930. A top hat rests on Taft's ample midriff.
