Envelope reads "Truck hauling last load of mud from Posey tube 10-27-28. Photograph shows a construction site. The entrance to the tube can be seen in the center of the frame and a loaded truck driven by one workman drives towards the camera. Other workers can be seen around the site. Posey tube was a tunnel build to connect Oakland with Alameda during Mayro Davie's administration.
