Photo shows Mayor Lionel Wilson and President Jimmy Carter standing on the deck of the Oakland fire boat the "Hoga" heading toward Jack London Square. Wilson and Carter are standing on the second deck of the boat with a group of several men. Carter has his hands around a stationary fire hose and all of the men in the group are laughing. Several Secret Service agents are standing off to the side. On the bottom deck of the boat are several firemen and photographers. A container ship is visible in the background. The "Hoga" was a fire boat leased by the Navy to the City of Oakland. The "Hoga" was the only still active boat that was involved in Pearl Harbor.
