photograph album has a red velvet cover, a gold string tie, and gold lettering which says: "An Album For The Visit To Taipei Of His Honorable Mr. Clifford E. Rishell, Mayor of Oakland, The United States of America, (13th Nov. - 15th Nov. 1959) With Compliments Of Mr. Chi-Jui Huang, Mayor of Taipei, Taiwan, The Republic of China". Above this inscription are 3 rows of Chinese writing, also in gold. Inside are black paper pages, all blank.
