Negative is identified on the back and on the envelope as "Taft, 1913- City Hall." Negative shows President Taft standing at the front of a platform apparently giving a speech. A crowd of people are milling around in the background. He is apparently at the groundbreaking (?) of the Oakland City Hall. Contact print #159.
