Newspaper clipping adhered to bottom reverse reads "Downtown Plan- Oakland's Redevelopment Agency has gone to work on a plan for tearing down the area outlined in dots and replacing the buildings there with a hotel, convention center and office building. Federal funds have been reserved for the project. The boundary runs along Broadway from 12th to 14th Streets, along 14th to Clay, down Clay to 13th, along 13th to Washington, down Washington to 12th and then back to Broadway."
