Envelope reads "Alameda County Officials 5-19-40." Date is most likely date used. Photograph shows approximately ten men seated and standing around a U-shaped desk area. Some of the men are writing with pens, one holds a cigar, and many have moustaches. A calender can be seen on the wall behind the desk. A waste basket can be seen on the floor near the center of the frame.
